WWF Policy Officer for Western Balkans
WWF Mediterranean Programme Office (WWF MedPO) is supporting conservation and sustainable management of forest, marine and freshwater ecosystems in the Mediterranean, with a special focus on the priority Dinaric Arc and South West Mediterranean ecoregions, and on critical regional policies. WWF MedPO adopts approaches ranging from field projects, to policy and advocacy, to communications and capacity building, and works with an extended network of partnerships.

WWF Mediterranean Programme Office is searching for a WWF Policy Officer for Western Balkans (POWB). He/she will lead WWF MedPO’s efforts in supporting and facilitating the introduction and adaptation of key EU nature protection standards, integration of environment in accession support plans, and alignment to EU legislation in Serbia, Montenegro, Bosnia and Herzegovina, and Croatia. POWB will ensure that the process makes a positive contribution to political and economic development while preserving and enhancing the environmental and social capital of these countries.


MAJOR FUNCTIONS AND RESPONSIBILITIES
WWF Policy Officer for Western Balkans will:
  • analyze, monitor and provide recommendations for improving national legislative and international funding frameworks related to EU accession process and environment;
  • identify and develop opportunities for lobbying, communications and advocacy work at local and EU-level;
  • facilitate national and regional collaboration between national authorities and NGOs on adoption of EU nature protection and environmental standards and integration of environment in all relevant policies and plans ;
  • facilitate dialogue between local and EU authorities;
  • bring the experience and resources of WWF Mediterranean Programme Office, Danube-Carpathian Programme Office, WWF European Policy Office and pan-European network of WWF national organizations to policy work in the region.
REQUIREMENTS FOR THE POSITION
  • A degree in the broad area of environmental science, natural resources science, environmental law, political science or related fields is required.
  • Demonstrated knowledge of EU nature-conservation and environment legislation, EU accession process and practical experience in working with EU institutions is essential
  • Experience in interacting with government institutions and NGOs in Croatia, Bosnia and Herzegovina, Serbia and Montenegro, Aid Agency donors and regional organizations
  • Excellent oral and written communication skills in local language and English are required
  • Competence in other languages, particularly French and/or other Mediterranean languages would be an advantage
  • Experience in advocacy, communications and campaigning work is highly desirable
  • Self-motivation, good organizational skills, demonstrated excellence in multi-stakeholder project management
  • Understanding of the Mediterranean region geography, societies, economies, politics and pertinent issues of conservation and development
  • Ability to work in teams and motivate partners and colleagues
The Policy Officer for Western Balkans will start in March/April 2009 and be based within one of the countries covered by the project. WWF MedPO is offering a competitive salary at the level of international expert, and an annual contract with possibility of extension to 34 months. Position duties will require frequent travel and irregular working hours.

WWF Amazon Network Initiative Leader
The Leader will have the unique opportunity to oversee the development and implementation of an ambitious initiative to safeguard the future of the Amazon across the nine countries that comprise the Amazon region. WWF’s vision is: An ecologically healthy Amazon Biome that maintains its environmental and cultural contributions to local peoples, the countries of the region, and the world, within a framework of social equity, inclusive economic development and global responsibility.

This Initiative will focus on five transformational strategies that transcend political boundaries:
  • Shifting the paradigm of development in the Amazon from the current model to one that is environmentally, economically, and socially sustainable;
  • Ensuring that natural ecosystems are valued appropriately for the environmental goods and services they provide and the livelihoods they sustain;
  • Conserving the large landscapes that are needed to maintain the ecological integrity of the Amazon through the establishment and strengthening of protected areas, indigenous territories and responsibly managed forests;
  • Ensuring that agriculture and ranching are carried out following best management practices on lands that are appropriate and legal; and
  • Planning, designing and implementing transportation and energy infrastructure development to minimize impact on natural ecosystems, hydrological disruption and impoverishment of biological and cultural diversity.
The successful candidate will have demonstrated success in building and managing multi-disciplinary and geographically widespread teams; strong negotiating and diplomatic skills; excellent knowledge of multiple countries of the Amazon region and their conservation context; experience in raising and mobilizing funding; and the ability to work effectively in a matrix organization. The post will be based in the WWF-Brazil office in Brasilia, with frequent travel to the other countries of the Amazon region, as well as Europe and North America.

Applicants should have at least 15 years of experience in a leadership role, with 10 years in the Amazon region. An advanced degree in conservation, natural sciences, management, international development or another relevant field and an excellent command of English, as well as Portuguese and/or Spanish is required.

WWF EARPO, Project Technical Advisor
WWF is one of the world’s largest independent and experienced conservation organizations operating in over 100 countries in the world. WWF Eastern Africa Regional Programme Office (WWF EARPO) in collaboration with UNDP Country Office (Uganda) and the Government of Uganda have developed a full-sized GEF project: “The Conservation of Biodiversity in the Albertine Rift Forests of Uganda”.
The Project Management Unit (PMU) will be based in Uganda.

The Project Technical Advisor reporting to the Country Coordinator is counter part to the National Project Manager and will work closely with the National Forestry Authority (NFA) District Forest Services and other partners to direct and implement the Project.
S/he will assist the NPM to review and rationalize existing forest management practices and be the lead advisor on budgeting and staff training and development. S/he will assist the Forest Sector Managers and Local Government staff to oversee the various planning activities associated with forest development and implement the actions identified through the planning process. In conjunction with the central and local government stakeholders, the PTA will oversee activities relating to developing conservation and management strategy for the Albertine Rift Forest Resources; support Central Forest Reserves to provide sustainable biodiversity/livelihood benefits; provide advice on Forest connectivity within the Northern Corridor in the long-term; and community based forest conservation initiatives. Prepares quarterly technical performance reports for WWF UNDP, and the Steering Committee.

In addition to her/his technical advisory role, the PTA will have the main responsibility for assisting the Country Office in supporting project management, including the supervision of the other technical staff, hiring project staff and consultants as needed, and interacting with NFA headquarters and project donors.

Qualifications, Skills and Experience:
  • A Master degree in one of the natural sciences is a prerequisite, with a bias on conservation biology and/or other qualification in program management field
  • A minimum of 8 years work experience in conservation and natural resource management
  • Previous work experience as a senior advisor for a multi-faceted donor funded project in the natural resources management field would be highly advantageous
  • Must be a strategic thinker who can analyze complex problems/relationships and determine appropriate systems/institutional reforms to overcome these problems
  • Proven ability incapacity building/institutional development and must be able to work as a leader in a multi-cultural team
  • Must have track record of transparency, honesty and accountability
  • Possession of project planning and management, personnel management and contract development and monitoring skills
  • Excellent oral and written communication in English; ability to speak French desirable
  • Computer literate and possess a valid driving license.

WWF-US, Tri-National Monitoring & Evaluation Officer
The Tri-National Monitoring & Evaluation Officer will be responsible for the overall implementation of WWF monitoring plan for the Amazon Headwaters Initiative (AHI). While the AHI M&E coordinators and project teams in each country will be responsible for the implementation of monitoring in each AHI site, the Tri-National M&E Officer will work closely with WWF field teams to support them in the process, ensuring that: the teams have the technical assistance required; monitoring gets done in a timely manner; it is effectively articulated across sites; and the monitoring data is used by the teams to learn and adapt AHI interventions for maximum effectiveness.

Basic Requirements:
Master’s degree in related subject (e.g., biological sciences, social sciences, resource management, program evaluation). Experience on conservation/sustainable development project/program/portfolio management, and project design, monitoring and/or evaluation in particular (at least 5-7 years). Proficiency in Adaptive Management, Monitoring expertise, Coordination skills and experience working in the Amazon (preferred). Complete fluency in either Spanish and/or Portuguese and English required. Frequent travel. This position will be based in Bolivia or Peru and is a local hire.

WWF-US, Program Officer, Aquaculture
WWF, the global conservation organization, seeks a Program Officer, Aquaculture to serve as the US Aquaculture Program’s primary point of contact with European seafood buyers (e.g., retailers, food service companies and restaurants) to raise awareness about and build support for the Aquaculture Dialogues.
The WWF-initiated Dialogues are a series of roundtable meetings held worldwide to develop standards for responsible seafood farming. The Program Officer also will help promote the Aquaculture Dialogues using various communications and marketing tools, such as the media and Internet.
This position will be based in Europe (United Kingdom).

A Bachelor’s degree is required. A graduate degree in aquaculture, coastal zone management, natural resources management, business, marketing, communications or related field is preferred. Three to five years experience in the marketing/PR or conservation/international development/natural resources management fields is required. Also requires an understanding of certification, standards development and aquaculture issues. Must have strong skills in project management, strategy development and implementation; proven ability to facilitate the work of others, take initiative, use independent judgment and work effectively as a team member; and fluency in written and spoken English, with knowledge of another language (especially French, German, or Spanish).

WWF-US, Senior Program Officer – Wildlife Resource Security
The Senior Program Officer is responsible for the development, coordination and supervision of TRAFFIC program interests and projects relating to conservation of wildlife resources subject to trade and utilization. The primary objective of the Senior Program Officer is to participate in the development of short and long term program plans. Organization-wide program planning and other cross-cutting forums. Assists the Director in evaluating program priorities, and identifying and monitoring important current issues. Responsible for project management of selected projects to ensure delivery of objectives in an efficient way. Fundraising and development of proposals for project relating to wildlife trade and priority species conservation and wildlife resource security issues required. We are looking for a high energy professional with strong relationship & project management skills, and knowledge in trade commodities such as timber.

A Bachelor's degree is required, advanced degree in natural resource management/economics, ecology, wildlife/conservation biology or related disciple preferred. At least five years of experience in natural resource management, wildlife management, natural resource economics, field ecology, data analysis, or trade in commodities such as timber desired. At least three years experience relating directly to wildlife trade and/or resource management required.

Le Parc National de la Salonga est considéré comme une des régions les plus importantes pour la conservation de la biodiversité en Afrique centrale. Cependant, le braconnage des hommes armés et les conflits liés aux limites problématiques et à la délocalisation de certains groupes humains du parc contribuent à accélérer la dégradation de la biodiversité de ce parc.

L’Institut Congolais pour la Conservation de la Nature (ICCN) et ses partenaires sont en cours de renforcer la formation des gardes dans la lutte anti braconnage et de mettre en œuvre diverses initiatives tendant à la réduction des conflits entre les communautés locales et le personnel de l’ICCN sur le terrain.

Le WWF recherche un consultant pour un appui technique devant permettre aux gardes et à la communauté locale de s’impliquer efficacement dans les opérations de réduction de l’érosion de la biodiversité du Parc National de la Salonga et dans le respect d’une manière consensuelle de ses limites.

TERMES DE REFERENCES

FONCTIONS PRINCIPALES

• Vérifier et collecter les données géoreférencées sur les limites du parc dans le secteur de Mundja pour validation de la carte SYGIAP.
• Impliquer les autorités traditionnelles dans le processus de vérification des limites et plus tard de leurs matérialisation en s’inspirant des résultats des travaux de WCS sur la délimitation participative dans d’autres secteurs du parc.
• Entreprendre des contacts avec les autorités coutumières pour l’identification de la manière la plus efficace et la plus durable permettant l’implication des communautés locales dans la clarification et la matérialisation des limites du parc dans le secteur de Mundja.
• Coordonner les activités communautaires en collaboration avec Pact.
• Contribuer au renforcement de la collaboration entre les agents de l’ICCN et la population locale en impliquant cette dernière dans les travaux de terrain.
• Collecter les informations sur les réseaux de braconnage actifs dans le PNS.
• Appuyer le Chef de Station de Mundja dans la planification des patrouilles et de certaines opérations pratiques de lutte anti braconnage.
• Développer et/ou mettre en œuvre la stratégie pour l’élimination des camps des braconniers dans le parc et ses alentours.
• S’assurer de la bonne maintenance et du bon fonctionnement des matériels et équipements affectés au fonctionnement des activités du programme.
• Tenir régulièrement au courant le Conseiller du Parc et le Chef de Site du progrès des travaux et des difficultés éventuelles.
• Entreprendre tout autre tache pertinente qui lui sera confié dans le cadre de l’exécution de sa mission.

QUALIFICATIONS REQUISES

• Formation universitaire de second cycle au moins en biologie, sciences sociales ou gestion des ressources naturelles.
• Très bonne connaissance de la conservation de la biodiversité avec un accent sur les Aires Protégées.
• Expérience de travail avec les communautés locales dans la région de la Salonga.
• Connaissance pratiques dans l’organisation des patrouilles de surveillance dans une AP.
• Bonne maîtrise du français et du lingala. La connaissance des autres langues locales serait un atout.
• Etre disposé à travailler en équipe.
• Bonne santé physique et disponibilité à voyager dans des conditions de confort réduit à travers le Parc National de la Salonga et le landscape Salonga-Lukenie-Sankuru.
• Aptitude à travailler indépendamment et sous pression de temps.

LES MISSIONS :
- Coordonner l’ensemble des interventions et des moyens du WWF dans les collectivités françaises d’outre-mer, notamment le budget et le plan de communication, avec l’appui des pôles thématiques (eau douce, forêt, océans et côtes…) et des départements concernés ;
- Renforcer et gérer les moyens humains et financiers du WWF-France en Guyane et en Nouvelle-Calédonie (7 personnes), notamment dans la planification stratégique et la recherche de fonds ; Optimiser les relations entre les bureaux délocalisés et les différents services du siège.
- Développer et mettre en œuvre directement des initiatives partenariales d’envergure nationale de sensibilisation et de mobilisation du public (citoyens, élus, administrations, associations…) en faveur de la biodiversité Outre-mer. Une priorité sera donnée à la capitalisation des acquis obtenus depuis 10 ans ;
- Développer les relations auprès des différents acteurs, notamment influencer les décideurs nationaux pour une meilleure prise en compte de la biodiversité dans les politiques publiques et stratégies privées Outre-mer.

LE (LA) CANDIDAT(E) :

Formation/Connaissances :
- Formation Bac + 5 école d’ingénieur ou université en sciences naturelles
- Connaissance des problématiques biodiversité, réseaux des acteurs locaux et nationaux de l’Outre-Mer français
- Connaissance approfondie de l’anglais, espagnol souhaité

Expérience :
- Minimum 5 ans d’expérience terrain : gestion de programmes de conservation
